Abstract
The paper delves into the contentious issue of affirmative action programs like quotas, particularly in Brazil and the USA, countries with histories of racial discrimination against people of African descent. It discusses various definitions of affirmative action and outlines Brazil's efforts to rectify past discrimination in university admissions. It also highlights legal challenges faced in the USA concerning university admissions under this policy. While affirmative action remains a debated topic, the paper employs impact theory to foresee potential benefits and positive outcomes of this policy, despite the challenges in its implementation.
